Got this offer from Robinhood. What's going on here?(reddit.com)

See the offer here. I assume its open to everyone and not targeted. Read through all the disclaimers and FAQ, still can't quite figure out what's going on here. Who am I lending to? How risky is it? Obviously Robinhood wouldn't do this unless they could profit from it, and it's pretty safe to assume I'd be facing risks as well (7% returns would never be risk free).
